Early Intervention in Singapore

The Way We Strive to Make a Difference Every Day

As a parent of a child who shows signs of developmental delays or disabilities, you may be looking into options for early intervention in Singapore. It can be a crucial step for parents to take in ensuring their children’s growth and development. Our early intervention programme (EIP)  has been designed to provide specialised support and resources to help children reach their full potential.

With a personalised, family-focused and multidisciplinary approach, we support children with developmental needs through developmental assessments, postural, equipment and orthotic consultations, and neurorehabilitation & intensive therapy for children.

What is an Early Intervention Programme (EIP) and Why It Matters

An Early Intervention Programme (EIP) is a structured set of services and support for children (typically aged 0 to 6 years) who may have developmental delays or disabilities.

Here’s how an EIP can help a child’s development:

  • Holistic Development: EIPs help to address delays in key areas, including fine and gross motor skills, cognitive development and social-emotional skills.
  • Maximising Potential: Intervention during these formative years may yield optimal, long-lasting outcomes due to the brain’s adaptability.
  • Family Empowerment: EIPs aim to empower parents and caregivers with the knowledge and skills to support their child’s development at home, fostering a supportive environment.

Types of Early Intervention Programmes in Singapore

Singapore offers a layered system of early childhood intervention support for varying levels:

EIPIC (Early Intervention Programme for Infants and Children)

This is the public-funded option for children with moderate to severe needs. It provides subsidies and intensive developmental services through various social service agencies.

Development Support & Learning Support (DS-LS)

This programme is intended for preschoolers with mild developmental needs, often integrated into the child’s existing preschool curriculum to provide targeted early learning intervention within a mainstream setting.

Inclusive Support Programme (InSP)

InSP is a pilot model integrating educational and therapy support directly within selected preschools.

Private and Non-Profit Centres

Organisations like WINGS help bridge the gap. These private early intervention centres in Singapore may offer flexibility, shorter wait times and specialised care, benefitting parents who are looking for high frequency and intensity of therapy.

Our Approach

When it comes to early intervention, the most helpful support may be multidisciplinary. This means having a team of therapists who work together to address all facets of your child’s development.

At WINGS our objective is to create as much independence in your child as possible. Some of our therapeutic objectives include:

  • Activities Of Daily Living: Helps children develop fine motor skills, process sensory information and master personal care skills such as feeding and dressing, as well as Gross Motor Functions like standing, walking, shifting in and out of a wheelchair, climbing stairs, and more.
  •  Motor Skills DevelopmentDynamic Movement Intervention targets gross motor skills (crawling, walking, balance) that help strengthen muscles on top of improving coordination and mobility.
  • Behavioural and Educational Therapy: Uses structured, evidence-based approaches, play and sports to address challenging behaviours, improve focus and develop crucial pre-academic and school-readiness skills.
  • Parental Guidance / Caregiver Training: We provide hands-on training and guidance, empowering parents to integrate therapeutic opportunities into daily life.

Four Major Aspects of Early Intervention @ WINGS

The programme at our early intervention centre for children in Singapore is built around four pillars to make an impactful difference:

  • 1. Personalised Goals and Intensity
Every child receives an Individualised Education Plan (IEP) with goals set collaboratively with parents. We adjust the frequency and intensity of therapy to match your child’s specific needs, which is vital for significant progress.
  • 2. Holistic, Multidisciplinary Team
Our team works with you and your child’s teachers to ensure a cohesive strategy that supports their overall development.
  • 3. Family Empowerment
We are committed to caregiver involvement. We provide the tools and confidence for parents to carry early intervention strategies into the home environment, positioning you as your child’s most important therapist.
  • 4. Data-Driven Progress
We use objective assessment tools and regular progress reports to track milestones, ensuring your child is making progress.

Cost and Government Subsidies

Whether you choose to go the public or private route, understanding the cost of early intervention in Singapore is crucial for families.

ECDA Subsidies (EIPIC):

The ECDA offers an Early Intervention Programme for Infants and Children (EIPIC) with a fee of S$288 for Singapore Citizens and S$576 for Permanent Residents. Prices are before GST.

Private Centre Fees:

Private centre fees are generally not covered by government subsidies. However, as a proud member of raISE, WINGS Therapy offers our own community support initiative: WINGS For Good. Through this programme, families with lower incomes can submit financial documents for means testing, allowing us to adjust fees and provide more affordable access to therapy based on individual needs.

How Long Does Early Intervention Take and What Are the Expected Outcomes?

Every child’s journey is unique, but with consistent therapy, meaningful progress is possible. At WINGS, the average duration of an early intervention programme may take a few months for mild developmental delays or extend over several years for more profound conditions.

Growth is observed through objective data such as developmental milestones, standardised assessment tools and therapy reports. Progress may be reflected in the child’s ability to communicate their needs, independence in daily self-care, emotional regulation, and transition into mainstream schooling.

Frequently Asked Questions About Early Intervention Programmes

What age group can join an early intervention programme?

Early intervention programmes are designed for infants and young children, typically from birth up to six years old. As this period is crucial for brain development, early support is critical to maximising a child’s potential. If you suspect your child has a developmental delay, they may be eligible for early intervention support in Singapore.
You can enrol or register your child for early intervention sessions in Singapore either through the government-subsidised route (requiring a referral and SG Enable application) or directly with a private early intervention centre. Feel free to contact our admissions team for a proper assessment.

WINGS is the only known DMI & Suit Therapy provider in the country, as well as first in the region. We are also the pioneering centre in Asia to provide intensive therapy programme for children. We use a multidisciplinary approach that pushes your child towards independence.

Yes, early intervention in Singapore is subsidised by the government through schemes like EIPIC, which provides means-tested subsidies via ECDA and SG Enable. However, private centres like WINGS do not receive these direct subsidies. As a social enterprise under raiSE, we instead offer our own private subsidies for underprivileged parents who apply through our WINGS For Good initiative.

The main difference is funding and service delivery. EIPIC is a public, subsidised programme that comes with lower fees but longer wait times. Private early intervention programmes attract higher fees but offer shorter wait lists, more flexible scheduling, and highly personalised one-on-one therapy tailored precisely to the child’s needs.

The duration of an early intervention programme varies greatly depending on the child’s progress, the severity of their developmental delay and the consistency of therapy. It can range from several months for mild delays to several years for more complex conditions.

At WINGS Therapy Center, we regularly track progress against objective milestones to adjust the programme according to your child’s needs.

If your child is consistently missing developmental milestones, whether that’s in speech, motor skills or social interaction, it’s a good idea to seek professional advice. You can start by consulting a paediatrician or scheduling a developmental assessment at an early intervention centre to better understand the types of support available.
